La fondation est créée en application de l'article 15 du plan cantonal de soutien à l'économie et de relance de l'économie fribourgeoise décidé par le décret du 18 juin 2009 relatif au plan cantonal de soutien en vue de contrôler les effets de la crise dans le canton de Fribourg (ROF 2009 070). La fondation a pour but de favoriser l'innovation dans l'économie fribourgeoise, notamment en contribuant au financement et au développement d'entreprises ou de futures entreprises, conformément à la loi cantonale sur la promotion économique (LPec; RSF 900.1) et son règlement d'exécution (Règlement sur la promotion économique; RPec; RSF 900.11). Le financement d'entreprise se fait sous la forme de prêts avec ou sans intérêt, en principe d'un montant maximal de CHF 100'000. La fondation pourra procéder à toute opération propre à atteindre son but, consistant entre autre à faire des prêts et à prendre des participations, à contracter toutes formes d'emprunts, à solliciter et à recevoir tous dons, biens, subventions, publics ou privés, à conclure des contrats. Le capital peut entièrement être utilisé pour réaliser le but. La fondation ne poursuit pas de but lucratif. Le fondateur se réserve expressément la possibilité de requérir la modification du but de la fondation conformément à l'article 86a CC.
