Die Stiftung bezweckt den Ankauf von in der Kunsthalle ausserhalb der Weihnachtsausstellung ausgestellten Kunstwerken, um sie primär dem Kunstmuseum Bern als Leihgabe für öffentliche Ausstellungen zur Verfügung zu stellen. Sollte die Erfüllung dieses Zweckes nicht mehr gewährleistet sein, können die Werke auf eine andere öffentliche Institution in Bern übertragen werden. Im Interesse einer hohen Qualität der Sammlung können auch andere Werke von Künstlern, deren Arbeiten in der Kunsthalle ausgestellt worden sind, erworben, anderseits Werke aus dem Sammlungsbestand der Stiftung verkauft oder ausgetauscht werden. Ausnahmsweise kann die Stiftung Beiträge an Ausstellungen in der Kunsthalle leisten oder sich auf andere Weise unterstützen.
