La fondation a pour but d'absorber, de gérer et de continuer à utiliser la fondation non autonome du fondateur «Fonds de soutien de la clinique psychiatrique de Bellelay» conformément à son affectation actuelle, en fonction du but convenu à l'article 3.2 du contrat de cession d'une fondation non autonome conclu en date du 29 novembre 2016. La fondation a pour but de recevoir, de gérer et d'utiliser dans un cadre administratif commun d'autres quotes-parts consacrées exclusivement, en vertu des charges dont leurs donateurs ont assorti la donation, à des buts de service public et/ou d'intérêt public en tous genres et ayant trait, de près ou de loin, à des services psychiatriques. La fondation a pour but d'encourager de façon générale l'attribution de libéralités en faveur de buts de service public et/ou d'intérêt public en lien avec des services psychiatriques, notamment en offrant la possibilité de ne pas constituer de fondations autonomes sur le plan juridique. En particulier, elle permet à des quotes-parts de remplir leur fonction de fondation même lorsque la constitution d'une fondation autonome sur le plan juridique semble peu judicieuse en raison du rapport entre les frais de constitution et d'administration d'une part, et le capital et son produit d'autre part, pour des raisons d'ordre économique ou autre. La fondation peut, dans les limites de son but et dans le respect des charges dont les quotes-parts sont assorties, soutenir des institutions ou des projets, quelles qu'en soient les formes, de nature sociale, caritative, humanitaire, médicale, écologique, scientifique, culturelle ou autre. La fondation est de droit public, poursuit des fins d'utilité publique et n'a pas de but lucratif. Elle est neutre sur les plans politique et confessionnel.
