Die Stiftung bezweckt die Förderung des kulturellen und wissenschaftlichen Austauschs. Der Zweck soll, wenn möglich, auf zwei Arten erfüllt werden: durch zur Verfügungstellung einer Unterkunft in Bern (Zwei- bis Drei-Zimmer-Wohnung) zu besonders günstigen Konditionen für kurze Aufenthalte, insbesondere zu Gunsten von Akademikern oder Künstlern, wobei diese Begriffe nicht restriktiv interpretiert werden dürfen. Wichtiger als der Kreis der Begünstigten ist die effektive Förderung von Austauschen über alle Grenzen hinweg. Die Stiftung soll helfen, das Wirken von Andreas Burckhardt, der immer wieder Gäste aus anderen Regionen bei sich zu Hause aufnahm, auch nach seinem Ableben weiter zu führen. Als Basler, der an der Universität Genf als Professor für Geschichte der frühen Neuzeit tätig war, aber in Bern wohnte, hat er den kulturellen Austausch im weitesten Sinne immer gefördert. Die Stiftung bezweckt somit insbesondere die Unterstützung der Tätigkeit der Universität Bern und des Kunstmuseum Bern, in dem sie deren Gästen eine günstige Unterkunft zur Verfügung stellt. Sie bezweckt aber nicht die direkte Unterstützung der Universität. Sofern die nötigen finanziellen Mittel vorhanden sind, bezweckt die Stiftung auch die Unterstützung der Tätigkeit anderer steuerbefreiten gemeinnützigen Stiftungen, welche die Förderung von Kultur, Bildung oder Wissenschaft zum Ziel haben, wie zum Beispiel das Concours de Genève.
