Lo scopo della Fondazione è esclusivamente di utilità pubblica. La Fondazione ha per scopo la messa a disposizione di immobili, segnatamente la particella no. 667 RFD Mendrisio-Ligornetto e relativi, quale punto di appoggio per l'alloggio temporaneo e/o laboratori/atelier prioritariamente destinati a studenti che frequentano corsi presso l'Accademia di Architettura di Mendrisio. La scelta degli studenti che potranno beneficiare di questi spazi sarà effettuata tenendo conto delle loro condizioni economiche, favorendo le persone meno agiate e bisognose, eventualmente in base anche al profitto negli studi. Inoltre la Fondazione ha per scopo la promozione dell'arte e della cultura in generale, favorendo, ma non solo, in particolare la conservazione e la diffusione delle opere d'arte di artisti ticinesi con particolare attenzione a quelle di Ugo e Milo Cleis. E' riservata la possibilità di modificare lo scopo alle condizioni previste dagli art. 86 e 86a CCS e ciò sia da parte dei fondatori (in vita o per disposizione di ultima volontà) sia da parte dell'Autorità di vigilanza sulle Fondazioni o dal Consiglio di Fondazione, che subentrerà dopo il decesso dei fondatori. Riserva di modifica dello scopo a favore del fondatore a norma di statuto (art. 86a CCS).
