La fondation a pour but d'assurer le bon fonctionnement du Centre d'Éducation Permanente (ci-après: "CEP"), au Mont-sur-Lausanne. Le CEP a pour mission: a) d'offrir ses compétences en matière d'animation, de conseil et de recherche dans les domaines de la gestion et du développement des ressources humaines dans la fonction publique; b) de concevoir, organiser, animer et évaluer les activités ou programmes de formation sur mandat d'organismes publics ou de sa propre initiative; c) d'assurer notamment la mise en oeuvre des programmes interdépartementaux de formation continue du personnel de l'État de Vaud. Dans l'accomplissement de cette mission, le CEP peut oeuvrer en étroite collaboration avec d'autres institutions de formation permanente.
